大禹治水


据说大禹能治水是知道水宜导不宜堵。
我还知道一句：防民之口甚于防川。

我还知道有那么一部分人把“防民之口甚于防川“理解为“防民之口比防川还重要“。

我也不知道他们理解的对不对。不过我理解的与之不同。
